What SwimSafer Is

What is the SwimSafer programme?

SwimSafer is Singapore's national water-safety programme, developed by Sport Singapore and launched in 2010 with the National Water Safety Council. It teaches swimming and survival skills across six progressive stages, and is endorsed by the Ministry of Education as a funded part of the Primary 3 curriculum.

Unlike lessons that only chase strokes, SwimSafer weaves in the skills that keep a child alive in real water: safe entries and exits, treading and floating, self-rescue, using a personal flotation device, and calling for help. Each stage builds on the last, from first bubbles to a 400m swim.

All six SwimSafer stages at a glance

Each stage has its own coloured cap, issued at the assessment to show which stage a swimmer is attempting. Stages 4 to 6 also carry the nationally recognised Bronze, Silver and Gold awards.

Stage by Stage

What each stage looks like for your child

A plain-language walk through the six stages, so you know exactly what your child is working towards at every step.

Stage 1

Yellow cap

The gentle first step. Your child learns to feel safe in the water, blow bubbles, float on their front and back, and move a short distance. Fear turns into confidence here, which is why we never rush it.

Stage 2

Orange cap

Confidence becomes control. Swimmers enter unassisted, tread water, and complete their first 25m continuous swim. They also swim wearing a life jacket, a skill that mirrors real fall-in situations.

Stage 3

Green cap

Real swimming takes shape. Front crawl and backstroke stretch to a 50m swim, survival backstroke appears, and children practise recovering objects and swimming with a PFD in deeper water.

Stage 4 Bronze

Blue cap

The first named award. All four strokes come together over 100m, treading extends to two minutes, and a clothed three-minute survival swim tests genuine stamina and calm under pressure.

Stage 5 Silver

Purple cap

Speed and self-rescue. Strokes are now timed, sidestroke and dolphin kick are added, and swimmers hold the H.E.L.P. heat-saving posture for 30 seconds while managing a life jacket in the water.

Stage 6 Gold

Black cap

The summit. A 400m swim across six strokes, a head-first surface dive, and making a float from clothing before holding H.E.L.P. for a full minute. Gold is the highest nationally recognised SwimSafer level.

The Assessment

How does the SwimSafer assessment work?

SwimSafer assessments run through CAMS, the national Centralised Assessment Management System managed by Singapore Aquatics. Since 1 July 2024, a swimmer must first pass an online theory quiz, scoring at least 90%, before sitting the practical test. Registration is made through the national portal, not through individual swim schools.

  • Theory first. The quiz covers personal safety, environmental awareness, health, emergency techniques and rescues. It can be retried within three months until passed.
  • Recommended minimum age 6. Younger children can start learn to swim lessons earlier and step into SwimSafer once they are ready.
  • Clothed survival items. Parts of the test are done in clothing to mimic a real fall into water, with long pants required from Stage 5.
  • One practical attempt. There is a single attempt per registered assessment, which is exactly why we only recommend sitting it when your child is ready.

SwimSafer jargon, explained

The terms you will hear around SwimSafer, in one place.

Bronze, Silver & Gold
The named award levels for Stages 4, 5 and 6. Gold, at Stage 6, is the highest nationally recognised SwimSafer certification in Singapore.
CAMS
The Centralised Assessment Management System, the national platform run by Singapore Aquatics for registering and certifying every SwimSafer assessment.
H.E.L.P.
The Heat Escape Lessening Posture, a curled survival float (knees to chest, arms in) that slows heat loss in cool water. Assessed at Stages 5 and 6.
PFD
A Personal Flotation Device, better known as a life jacket. Fitting and swimming with a PFD is practised from Stage 1 upwards.

SwimSafer questions from Singapore parents

What is SwimSafer?
SwimSafer is Singapore's national water-safety programme, developed by Sport Singapore and launched in 2010. It teaches swimming and survival skills across six progressive stages, from Stage 1 with a yellow assessment cap to Stage 6 Gold with a black cap. It is endorsed by MOE and taught to every Primary 3 student.
What age can my child start SwimSafer?
The recommended minimum age for SwimSafer is 6 years old, though this varies by child and provider. At 02H Swim School we build water confidence first, so younger children can begin learn to swim lessons early and move into the SwimSafer stages once they are comfortable and ready.
How is the SwimSafer test assessed?

Does 02H Swim School charge extra for SwimSafer?
No. At 02H Swim School, SwimSafer skills are built into your regular lesson packages at no additional cost from us. Your child works towards each stage during normal lesson times, at a condominium pool or an ActiveSG complex, with no separate certification fee charged by 02H.
How long does it take to pass a SwimSafer stage?
Most children need roughly 8 to 16 lessons per stage, depending on their starting ability and how often they train. Progress varies, so our NROC certified coaches assess readiness against the official criteria and only recommend sitting the assessment once your child is genuinely prepared.
What happens if it rains during a swimming lesson?
Safety comes first. If lightning or heavy rain closes the pool, we switch to dry-land water-safety theory or arrange a make-up session. Theory time doubles as preparation for the SwimSafer quiz, which covers personal safety, environmental awareness, health, emergency techniques and rescues.
